Baltic Alliance Completes Modernization of 25 Petroleum Product Storage Tanks to Reduce Emissions
Baltic Alliance has successfully completed the modernization of 25 petroleum product storage tanks at its refinery this month, replacing breathers and safety relief valves as planned. The upgrade forms part of the Company’s ongoing efforts to reduce emissions of non-methane volatile organic compounds (NMVOCs) and enhance operational safety.
The project was carried out under a contract concluded with the Environmental Projects Management Agency, in accordance with the applicable legislation of the Ministry of Environment of the Republic of Latvia. The project was financed through the Latvian Environmental Investment Fund (LEIF) under LEIF Programme 2021 Axis 3.2.2 – Protection of Atmosphere, aimed at supporting business initiatives that reduce NMVOC emissions. The subsidy covers up to 70% of eligible expenses under the Programme criteria.
The replacement of breathing equipment was necessary due to wear of valve internal components caused by corrosion and damage to valve housings. As part of the upgrade, the refinery acquired new pressure/vacuum relief valves (PVRV) and emergency pressure-vacuum relief valves (EPVRV) that meet the latest standards. In total, 43 breathers and 25 safety relief valves were installed, replacing 52 breathers and 16 safety relief valves.
The modernization is expected to reduce NMVOC emissions by approximately 25%, equivalent to around 50,000 tons per year, while ensuring the safe and efficient operation of the storage tanks. This milestone marks the completion of the first phase of the project.
Completion of this phase required extensive preparatory work, including document submissions, calculations and measurements, assessment and selection of new breathing equipment, procurement procedures, and installation works.
